Representative Cal Bahr introduced an amendment to prevent finance or revenue bills from being combined into only a few giant omnibus bills. As Rep. Bahr states, this would bring much needed transparency to the legislature and result in smaller budget bills being presented. All 10 democrats in the Rules Committee voted against this amendment for transparency.
